instructions didn't work

I followed the instructions, but cannot find the item in my game.

"Install to My Documents\EA Games\The Sims 2\Downloads, If using Windows XP or older. For Windows Vista and 7 install to User Name\My Documents\EA Games\The Sims 2\Downloads.

All Manipulators can be found under buy mode then decorations then scriptures and cost $0, They also can be spawned from the destination menu."

Did You enable custom content in the Options menu? If not then You won't be able to use any mods. Enabling custom content appears with Night Life and onward.

I did, yes.
